I think the reason he didn't receive this D29 form may be because he is not contesting the divorce and does not have a solicitor, it was agreed mutually with his wife that just she had a solicitor. Maybe just one form has been issued and leaflwt has gone to her solicitor.

In the Decree Nisi letter there is reference to a help leaflet D 1d87 in this leaflet it says he should have received a D29 form, which he didn't. Not sure how to get started? Is it because he has no solicitor and one D29 form has gone to his wife?
